In the original San Andreas, CJ could have several different body types depending on how much he ate and exercised.

As sticklers for detail, Rockstar even programmed CJ to have different animations depending on which body state he was currently in.

As we've already established, CJ's muscle-bound form in San Andreas Definitive Edition is the stuff of nightmares. The developers have also managed to completely remove any different animations that were in the game originally, so CJ will use the same animations regardless of he is skinny, muscular or overweight.

We can only speculate, but perhaps the devs just couldn't get the different animations to play nice in the new engine? Given the raft of bugs popping up so far, it's not hard to believe that a different CJ animation could have catapulted him across the map like a rocket or something.
