Fallout: 10 Most Evil Companies 

As the name suggests, Implied Hypnotics Incorporated specialized in making hypnotic tools in collaboration with, you guessed it: the United States military.

One of their most successful (and horrifying) tools was the mesmetron which can be found in Fallout 3. It shoots powerful waves that overwhelm the brain and immediately pacify its target. The blast renders them lost, confused, and highly susceptible to suggestion.

With the slight drawback of having a 10-15% chance of exploding the target's head.

In the pre-war world, these devices were only used by the military in tests, hoping to one day use them in interrogations and to increase obedience, however the player can find the mesmetron in Fallout 3 and use it to kidnap innocent people and sell them off to Paradise Falls.

This is an example of something that never should have been allowed to exist. If anyone in the wasteland is able to reverse engineer one of these devices people might have to start walking around with helmets.
