9. Raul Tejada (New Vegas)
Raul Tejada is one of New Vegas' more memorable characters (aided by the fact that he's voiced by Danny Trejo), given that radiation poisoning has turned him into a ghoul, as well as his tragic back story, suffering through the murder of pretty much everyone close to him, something he sought bloody revenge for. The main crux of his role in NV is in deciding whether to take up his old gunslinging ways with the Courier (the protagonist), or hang them up for good. There are a number of endings for the character; he can be killed, he can move away from Vegas and change his name, he can take up arms again and essentially walk the Mojave as a folk hero, or he can settle down, accept his old age, and just repair machinery for a living. Even in cameo form, it would be great to see Raul running a repair workshop somewhere in F4.
