1. Entire Cities To Explore

They say it's not the size, but how you use it - although Bethesda's rebuttal seemed to be "No, we have the size, and we can use it" as they kicked out two phenomenal games in a row with Fallout 3 and Skyrim. However, what do you think constitutes the next step up when it comes to 'next generation technology' in relation to the series? To bring in a weird comparison, Ubisoft's The Crew has within it the entirely of middle America - providing a play-space that's apparently bigger than Far Cry 3, GTA V and Skyrim combined as you travel from one side of the country to the next within a 90-plus minute window. Is it possible to create a world this big whilst giving every square inch the love and attention Bethesda are known for? Almost definitely not. So, although many fans have been answering the question of "Which city will it take place in?" with "All of them!" it would take a technical miracle for that to actually come to fruition.
