Whilst not exactly an organised faction in real life, you can imagine that Ubisoft could spin the Pirates into their own standalone faction. There is certainly enough real world inspiration to craft a multitude of classes. You could have a dual-wielding class, a musket class or even a pirate wielding only a dagger and much, much more.

The only major sticking point is that they would have to implement firearms to a degree which would need careful handling. The easiest solution would be to have them relegated to unlockable feats, or have an insanely long reload time to prevent spam, but either way, balancing of the firearms would be optimal.

Chances are if Ubisoft decides to add entire new factions, then they would also add story DLC and maps to go alongside the new faction. Which could mean a pirate story-line and probably a map set on board a massive pirate ship. Could you imagine an epic battle sprawling across two constantly shifting pirate ships? It would be incredibly fun and one of the most interesting maps in the entire game.

More importantly, it would be fun. And that’s what DLC should really end up being. A bit of additional fun for people who have already invested time into the game to enjoy.
