It's no secret that the original GTA is a tad rough around the edges from a technical perspective, even if DMA/Rockstar took ambitious leaps forward on all subsequent entries into the series.

Those technical limitations actually allow smart players to make life a little easier for themselves, as the game's engine can only support a finite number of cop cars, no matter how many people you kill.

And so, as satisfying as it is to explode cop cars, you can do yourself a favour by leaving them as in-tact as possible, because the damaged cop cars will simply continue to chase you around the city in their limited numbers.

But if you damage them enough to destroy them, they'll effectively be able to "respawn" as a new unit.

Get good enough at this and you'll be able to leave the police force eating your dust no matter what you've done. Unsurprisingly, this doesn't work in the 3D games.
