3. Play As The Cops
A great way to switch things up, and a much better way of getting across the "The real monster here is you!" message that GTA V opened with as Trevor put a boot through Johnny Klebitz's face, would be to have you play as a member of the police. It opens up a whole new world of dynamic power-plays between multiple protagonists, especially factoring in GTA V's character-switching mechanic, which could easily be implemented into police chases to optionally cancel them should you also be playing the pursuing officer. Then you have more minigame-esque inclusions such as documenting false evidence to free side-characters, or (if we have a straight-arrow) interrogate the other main character. Obviously with a game called Grand Theft Auto there's a certain level of criminality implied, but after so many entries in the series it would do Rockstar well to change things up and flesh out the potential for repercussions in whatever location they choose. PS2's The Getaway has actually done this before, allowing the player to control either policeman Frank Carter, or the man he was chasing Mark Hammond. Whilst that game has not aged well, and was a large letdown on a technical level, the possibilities for playing a police officer (as Sleeping Dogs proved in it's undercover-thriller story) are much larger than that of yet another gangster story.
