2. Use Celebrity Cameos/Voices To Make Memorable Side Characters
GTA III? Joe Pantoliano, Michael Madsen, Frank Vincent, Michael Rapaport. Vice City and San Andreas? Ray Liotta, Gary Busey, Sean Ryder, Axl Rose - the list went on and on.
GTA IV, though? A complete slate-wipe, as Rockstar noted that people were hearing the celebrity, rather than the character, which is somewhat fair. By GTA V though, we've got no guest appearances from anyone, or celebrity voices whatsoever.
And to be honest, that's a mistake.
Part of the fun and overall bluster of that original 3D trilogy came from this fun mentality of seeing a ton of known names all pile in to embody a range of personalities. This in turn made for great missions, radio banter and a tone that could revel in poking fun at celebrity culture in general.
The nearest thing we have to a mass market game factoring in celebs is Call of Duty's zombie mode(s), and though they're written to suit time periods and age-old genre tropes, simply including many of our favourite actors and voices would go a long way to making GTA feel phenomenal again.
