4. Make Clothing & Gangs/Factions Matter Again

San Andreas got this right, only for GTA IV to ditch the idea altogether. Mostly down to Liberty City feeling less "gang affiliated" than the streets of Los Santos, GTA V's return to the latter actually ended up making clothing matter less.

And how? Because every time you swap to a character and hop back, they'd lose whatever customisations you'd set up. Yes, it was in service of creating the illusion that the world carried on ticking over while you weren't behind the controls (people do change their clothes each day, after all), but this had the knock-on effect of making clothing pointless.

Even if you fold in the aforementioned idea of certain high-end dealers (of weapons, items etc.) only being accessible depending on how you're dressed or if you're in favour with certain gangs, again it relays something back to base gameplay.

The only downside back in 2003 was that Rockstar forced you to "take back" and defend different territories every few hours, so remedy that with a mechanic that ensures they stay yours for longer, and the overall idea is already much appreciated.
