Over the years, the aiming and shooting in GTA has steadily improved. In GTA 3 and Vice City, you could lock-on to a target, leaving you exposed to gunfire and - as there was no cover system - as soon as you were in the open you were pretty much dead before you could pull the trigger.

GTA: SA was a big improvement - locking on to different parts of the body depending on how far away you were from the target. GTA IV was another big improvement, adding a cover system which allowed you to shoot from around corners and switch between targets. The shooting/cover system in GTA V is apparently an even bigger improvement, so it€™s likely it will have a system similar to Max Payne 3, minus bullet time and kill-cam.
