Much like the cars in GTA: Vice City, there wasn't a forgettable character among them. While many of them are pretty lame stereotypes, obvious pastiches on film characters or downright racial stereotypes, they are all memorable. Again, Rockstar have been working toward that in GTA V but with three main characters, all with their own circle of friends and acquaintances in addition to people you meet through the missions, it feels a bit muddled and secondary characters often run together. Let's get back to that tight focus where each character is as memorable as the last. That would be top notch.
