4. Metamorpho

By far the most colourful hero that comes to mind, Metamorpho (AKA Rex Mason, a name only surpassed in coolness by Max Power) wound up being one of the more unlikely characters to lend their support to Superman's regime. Killed off in a battle with Deathstroke, a narrative appearance for the former leader of the Outsiders would seemingly be off the cards, but that shouldn't prevent him from making an appearance one way or another.
Given that Joker managed to nab a spot on the roster despite serving no real purpose in the story, characters like Mason should really be given a second chance. Not only can he transform himself into a wide variety of elements (itself a pretty nifty power), Metamorpho can also shape-shift, a character trait that - as far as Injustice is concerned - is so far absent.
He'd be a choice that perhaps not all would recognise, but for variety's sake alone he's an option worth preserving.
