Terefi, Hero of Dominaria has a fairly standard cost and loyalty tokens for a Planeswalker, though his abilities are far above par. His -3 “tuck” ability allows you to temporarily remove a large threat from the board, or for even longer if you use this in conjunction with any ability which forced your opponent to shuffle their deck.

His +1 ability is great for some extra card draw, while simultaneously freeing up two lands, which could allow you as much as four mana, for countering and nullifying your opponent’s spells – both things that blue does very well.

In blue decks, there tends to be a lot of drawing, and this is where Terefi sets himself apart from the rest as his -8 ultimate ability makes every card you draw result in exiling a opponent’s permanent. Playing even one or two draw cards on the same turn as activating this could potentially wipe out their mana base and put you on a steamroll to victory.
