23. Kotal Kahn

Fair play to NetherRealm, they did a TON more with Kotal this time around then in MK X.

Where formerly he was the first new character to have the surname "Kahn" with little explanation, MK 11 fleshes that out to extrapolate that a "Kahn" is a term of leadership. It turns out Kotal has been with long-timer Jade for some time, and though he doesn't stick around to continue ruling the kingdom, Kitana steps up as "Kitana Kahn" instead (more on her later).

All of which is to say, Kotal's best moments are in the story and subsequent lore excerpts. His fighter style is still that little bit too lumbering and sluggish to be outright recommendable - especially when Shao Kahn himself is on the roster this time.
