Yes, No Man's Sky is genuinely generating an entire planet right in front of you, the closer you get - but such a mass of computational power has resulted in a 'fade in' effect.
It's not anywhere near as bad as the 'pop in' we associate with older console cycles (or Ubisoft games), and if you played Metal Gear Solid V and zoomed in with a sniper rifle, occasionally you'd catch that game fading a few of its world objects in, too.
Either way, I can see this being very divisive for some people, as many want their games to be flawless, no matter what the technical cost of ambition.
So far it's not been too distracting. Giantbomb's Vinny Caravella (heard above) even intimated that you could hand-wave it away as your ship's screen "adjusting" to the world's atmosphere - hence things coming into view - which is more than enough for me.
