Pokédex entry from Pokémon Black 2 and White 2 – “The spirits it absorbs fuel its baleful fire. It hangs around hospitals waiting for people to pass on.”

Some Pokémon can be found surfing through the ocean, some only in particular parts of each region, or at a specific time of the day. Lampent however, can be found hanging around hospitals, apparently waiting for souls to feed its flame so it can stay alive and hang around hospitals.

It's a creepy vicious circle that surely leaves this lamp no time for actual Pokémon battles.
