7. Whitney
Whitney was the first Pokémon gym leader brave enough to opt for the Normal type, and it clearly turned her into the ultimate troll.
On the face of it, there’s not much benefit in even being a Normal gym leader. You gain no type advantage at all, just a mutual immunity to and against Ghost type along with a weakness to Fighting and limited effectiveness against Rock and Steel. By its very name, you can tell Normal type doesn’t give you much to go off design wise, either.
While Valerie embodies everything interesting about Fairy type, there’s nothing for Whitney to even embody. As a result, she’s got plain design and her gym doesn’t have that much going on either.
Despite this, she’s one of the most memorable gym leaders ever. There’s only one reason for that: Miltank.
Whitney’s Miltank is Pokémon’s sharpest difficulty spike, with a fiendishly difficult play style which will pretty much wipe you out unless you bring a Fighter. Miltank comes with Rollout, a move which does increasing damage as it goes on, and Milk Drink, which recovers health.
It’ll beat you black and blue (or Gold and Silver) then brush off any damage you inflicted easily.
