19. Oshawott
Stuck with the ignominious prize of kicking off the list is generation five's Water Type starter: Oshawott. While fairly charming and cute in appearance, Oshawott just doesn't do quite enough to stand out in a pool of impressive Pokémon.
Mostly Oshawott suffers for its fairly bizarre final evolution. The middle phase, Dewott, seems a logical progression from the first stage, but Samurott just generally looks like a really terrible fan design. Growing in size to a hulking mess, you'll immediately find yourself wishing you left it as a Dewott.
As a sole Water Type, Oshawott and its evolutions don't get extra weaknesses as they grow. However, limited moveset and a lack of a really impressive signature fail to make them stand out from the crowd and there are much better options out there than this.
