13. Fallout 76
This is so low down the rung because, well, have you found anyone talking positively about Fallout 76?
It gets a few points for literally being Fallout, being developed by Bethesda and coming with all the 1950s-esque trappings we expect from the mythology, but it's hard to shake the mass-appeal intentions of the whole thing.
Playing more like an MMO, with group quests/raids, arbitrary percentage-based progression, cosmetic microtransactions, no NPCs and emote-heavy interactions, Fallout 76 just doesn't feel like a Fallout game.
Many of Bethesda's attempts to get people on board have been met with negativity and derision, though you have to hope they've still got something special to announce, as we're yet to hear anything in regards to the overarching story.
