Again, not going to delve into spoiler territory, but his main role in the gang is handling money lending and finance. Thus, it's over to Morgan to retrieve funds that certain members of the public haven't paid back.

Where these story goes - if you make a point of doing each one of Strauss' missions - is truly dastardly, and makes Leopold a dark as hell figure.
