Van Horn sucks.

Seriously, does anyone actually like Van Horn? It's a miserable, decaying pit of a settlement, and there's really not much worth doing.

That's not to say that Van Horn was lazily designed. There's not really any town in the game that didn't have a good deal of thought put into it. Props to the design team for effectively and convincingly creating a town that has definitely seen better days.

Most of the buildings are abandoned, crumbling, or just altogether trashy. It's flanked on one side by a rocky, uninviting coastline. The people are exceedingly standoffish and unpleasant, which is to be expected when you live in an unpleasant, derelict hellscape like Van Horn. In fact, it's the only location (besides Valentine) where you can get into a duel.

From a design standpoint, Van Horn is just as much of a winner as the rest of the settlements and towns in the game. The developers wanted each town to invoke a certain mood, and in that respect Van Horn is knockout. But if you're looking for a fun, exciting, or picturesque town, you could to a lot better - infinitely better - than Van Horn.

It's... just the worst.
