Governments and corporations are not only sneaky, but devious. We all know this to be true in some respect, and it is no shock that this is also the case within the Resident Evil universe.
Now obviously, if the government can cover up the destruction of Raccoon City (even though in RE3 Remake, the destruction is basically a public announcement), then they can dismiss away the deaths of a family and a few wandering zombies a bit too close for comfort.
Now known to the world as a "toxic gas leak" according to a newspaper you can find in Ethan's bathroom during the intro, the public are lead to believe that it was just natural gas that killed the Bakers. Shutting off the area for 10 years is surely just to make sure nobody goes around and accidentally infects themselves with leftover E-Type Mold.
Though Ethan will always remember what horrors truly took place 3 years prior.
