5. Reasonably Powerful Opponents

Audiences often find the Man of Steel too powerful to be compelling. Unlike Batman, a human being, thugs and goons don't really pose a threat to the Kryptonian, even if armed and in large numbers. Outside of a tutorial, humans can't be used as opponents to Superman (unless armed with kryptonite) because this would either leave Superman too weak or his enemies strangely strong.

One solution would be to have numerous boss fights, maximising the use of Superman's impressive rogues' gallery. Kryptonite is another answer, but a lazy one.

Using a villain like Darkseid or Braniac with an army of parademons or bots would be another quick-fix, where Superman could fight non-human enemies who may pose more of a challenge physically.

Villains whose conflict rests mostly in terms of ideology (Batman may fall into this category) may make for an interesting story but wouldn't be able to pose a sustained physical threat throughout the game, greatly limiting gameplay outside of a TellTale-style thriller. This is a direction Rocksteady are unlikely to choose.
