5. Shantae: Risky's Revenge
In Shantae: Risky's Revenge you must explore Sequin Land to find the three magic seals which contain the power of a lamp that Risky Boots stole at the beginning of the game. After acquiring the lamps magic you fight Risky and the game just ends with Shantae losing her powers.
Risky's Revenge just doesn't feel complete. There are only three dungeons here and one is an enemy gauntlet. Who sets out to just put two and a half dungeons in their game?
That's not saying short games are bad, most Shantae titles are short, it's just that this is the only entry to actually feel unfinished, being a complete downgrade from its predecessor in everything but the art, most sequels try to add more.
The title's release is much more interesting than the game itself as it was released as DSiWare and is widely regarded as the best title on the service although there isn't much competition. Of course, this isn't the only place where you can experience this game as the director's cut was made and ported to basically everything.
The director's cut adds a magic mode that allows you to play with more magic but take more damage as a consequence.
