The most obvious candidate for the evil fellow in question, Norman Osborn is already confirmed to be a part of the game as the mayor of New York City. His reelection campaign will also form as a backdrop to the title's story, and though this is already looking to be a markedly different interpretation of the Spidey mythos, where Osborn goes, trouble follows.

His character model certainly embodies all the snark and villainy that the character was known for in the comics, and with Osborn possessing money and power in equal abundance, it isn't out of the question that he could've financed all the new gear these villains are rolling around with.

Though Norman was never a part of the original Sinister Six in the comics, the game has already confirmed that this'll be a different lineup entirely. It's certainly exciting, and though Osborn has taken a backseat to most of the game's promotional material thus far, if any character were to usurp Mister Negative as the leading villain, it'd be stormin' Norman.
