Just like Vulture, Electro comes in to the game when four members of the Sinister Six break out of the Raft, the super-prison that rests on the waters just outside of Manhattan.

What makes Electro rank so high in comparison to his accomplice is that he is the main player in the dual-boss battle you have against him and the Vulture. The player is focussed on Electro, with Vulture swiping in when needed and offering a distraction.

Electro's mechanics are far more interesting too. When you are travelling around the Raft, it is Electro that lures you to the Six's trap, and it's the same character that dishes out the most punishment as the level draws to a close.
