The second edition of Street Fighter III, Second Impact, introduced a Brazilian martial artist called Sean Matsuda. Sean can easily link his Super Combos after some special moves, allowing him to execute devastating attacks. His Dragon Smash is a very easy move to perform that deals high damage.

Basically, Sean was really good. In fact, he was too good. Worried that the character was overpowered, Sean was neutered in the game's next edition, Third Strike. The Dragon Smash was scaled down in effectiveness and damage, nerfing his most powerful move to a standard attack. His other moves and combos were tweaked until Sean had nothing about him that stood out.

To make you understand how frustrating this was for players, let's look at a fighter we all know. Ryu is often considered the greatest fighter in Street Fighter. Now, imagine the developers removed Ryu's hadouken and his combos caused half damage. THAT'S how much they dialled back Sean. Even though he was one of the best characters in Second Impact, Capcom turned him into one of the worst characters in the franchise.
