It's safe to say Street Fighter 3's cast never resonated with the public as much as Street Fighter 2's legendary collection of combatants, mostly due to being too damn weird.
However, there is one oddball we'd like to see make a return.
Q is a robot detective/possible serial killer (again, SF 3's cast was capital-S ???????) who has been sitting on the sidelines since his debut. Q's noir-inspired outfit would make him immediately stand out from the rest of Street Fighter 6's day-glo warriors, but not as much as his still-unique fighting style.
For a martial artist, Q is ?????????? clumsy. All his attacks are highly telegraphed, and one of his kick attacks actually ends up putting him on his back. However, he makes up for it by being absurdly strong (God bless those robot limbs) and being the only fighter able to buff his defense to absurd levels by taunting.
Facing a fully-buffed Q is like fighting a boss in a belt-action game (such as Final Fight or Streets of Rage), making Q one of the most unique characters in fighting game history and one well worth revisiting.
And while we're on the subject of belt-action games...
