To extrapolate on an earlier point, The Division certainly isn't intended to be a single-player experience, and so even if you don't have a band of friends looking to grab the game and play with you, diving into the matchmaking option is the next best thing. You can hop into an established party either by going into the main menu and then the Matchmaking options, or better yet; form an alliance out on the streets with another player. By using the various emoticons and, well, not firing on people right away, you can easily mimic a real-world apocalyptic scenario, where multiple scavengers start building up a posse by forging allegiances to agree on exploring in unison. The game comes into its own when you have somebody, anybody, by your side. Many of the perks heal allies or aid them in various ways, and the tactical side of things (what little there is) comes into its own when you start taking on the hordes by combining to conquer.
