Now, thanks to the person who uploaded this and all that, but being they've labelled it as 'He-Man easter egg', it makes me think they associate the above line with He-Man, rather than the 4 Non Blondes original song.

Either way, it's a pretty funny and completely random line you can trigger by walking up to various NPCs - just try not singing the song back to yourself for the rest of the day afterwards.
