4. Lex Luger
Without question one of the most popular wrestlers to never win a WWF Title - apparently he was supposed to beat Yokozuna at WrestleMania X, but drunkenly blabbed the night before, so the ending was hastily changed - Lex Luger was a tremendous physical specimen, and despite some of his personal controversies, an excellent wrestler. Best known for his brutal Torture Rack finisher and the original gimmick which had him knock opponents out with a metal plate inserted into his arm, Luger was adept as both a villainous psychopath and an all-American hero. Luger appeared in WWE Smackdown vs. Raw 2011 as DLC, so there's every chance he could appear again when the final roster is announced. Hell, throw the British Bulldog in there too and we can have the Allied Powers, a short-lived but brutally efficient face tag team.
