Who pulled a few strings to get Vinnie Mac seven or eight extra points? He's even rated higher than a certain Hunter Heart Helmsley (Blue Blood snob rather than Cerebral Assassin) in the new title. Seeing Vince hopping into the ring during the Attitude Era was money. Heck, I personally felt he was the best at selling a Stone Cold Stunner - apart from the first one he ever received on television, of course - with the way he would collapse on Steve's shoulder and flop to the ground like he'd been knocked out. But an 84 sees him rated higher than so many special talents that should be ranked a good 10 or 20 points higher than the boss.
