Having left WWE in 2007 when his development contract was cancelled, Ciampa didn't return until 2015 initially, wrestling without a contract before later joining up with Johnny Gargano and becoming part of the Cruiserweight Division.
Whether any of that has actually qualified him for the top of the ranking more than his introduction of the #GloriousBomb remains to be seen though.
