16. Veer Mahaan
Things didn't quite click for Veer Mahaan on WWE's main roster. However, when one analyses how excellently-layered the Bloodline/Sami Zayn story has been, it's not difficult to see why. Veer never had that kind of depth, and fans were given zero reason to care about anything he was up to.
Maybe you can change that in 2K23.
Being honest, Mahaan is ripe for forming tag-teams in your Universe save, or being the kind of secondary heel you use to push others with routine wins mid-feud. Oh well, at least he's also visiting the royalty pay window for the first time in his pro career.
