Whenever any artist goes pop, you're going to have to dip your toes into writing love songs every now and again. Love is the most universal emotion that pop music can ask for, and even the most hardcore acts at the time have been known to indulge themselves with something a bit more light-hearted to get a whole new audience. OutKast always were straight shooters though, and Andre 3000 had a little something different in store when writing his pop masterpiece.
Going through every single verse of Hey Ya!, Andre is more confused about the concept of love than anything else, saying that he's thankful for Mom and Dad for sticking together since he doesn't even known how love works. As he gets the crowd going with different shoutouts though, it's clear that he knows that love isn't going to last, almost just having this girl around as a way to blend in while not really having anything else going on underneath the surface.

So when you're singing along about being ice cold, you're actually talking about keeping all your emotions in and not really wanting to be that intimate with anyone anymore.
