D'Ghor was an odd Klingon who might get along very well with Toral, and indeed the House of Duras in general. He was once the head of a wealthy Klingon House, though he envied the House of Kopak. He wasn't strong enough to openly challenge his rival, so instead he targeted Kopak's finances, spending years ruining him. 

Then Kopak tossed a spanner into D'Ghor's plans by dying. Awkward. In normal Klingon situations, this would seemingly have left the door open for D'Ghor to take over, yet one little Ferengi stood in his way.

Through a series of unfortunate events, Quark ended up standing before the Klingon High Council, exposing D'Ghor as the financial criminal he truly was. After D'Ghor raised his Bat'leth to kill him, Gowron had him served with discommendation and expelled from the Empire.

Having spent so many years planning for domination, only to be tossed aside in so light a manner, D'Ghor would hardly have taken this lying down. After all, he was the son of the House that had once pillaged Starbase One, putting all 80,000 inhabitants to the sword. Frankly, this is a dish that's going to be served freezing, and Quark may need all of the protection that his brother - Grand Nagus Rom - can muster.
