10 Biggest Missed Opportunities in Star Trek: Section 31

6. Do Not Go Gentle Into That Genocide

Emperor Philippa Georgiou is a problem.

When introduced in The Wolf Inside, Georgiou was a genocidal ruler bent on domination. Though Terra Firma attempted to offer a reformed Georgiou, this was also the last time that she was seen in the series.

In Section 31, Georgiou is the focal character. She makes jokes, is living comfortably, and the organisation leaves her until they can use her. The 'sins of her past', despite being a part of the marketing for this movie, do little to show her growth as a character. San is simply another version of her own evil, wrapped up in righteousness.

Then - laughter, shiny clothes, and the titter at the notion she may kill them all.

This woman is directly responsible for the murder of countless lives and the film does next to nothing to tackle the issue, instead opting for a MacGuffin and a countdown. There was an opportunity to deal with the horror of doing the things that she's done and regretting them, then using this mission - or future missions - to atone (if one ever truly can for that level of crime).

Instead, Section 31 is a light-hearted romp, urging the audience to simply skip passed the genocide and enjoy the jokes.
