Carl, also known colloquially as The Guardian Of Forever, is the instrument through which Georgiou travels to Section 31's era. It is never stated when she appears, though even if we allow for an enviably slow ageing process, she probably arrives after 2300. 

Carl appears in the film's opening setpiece via archived footage and is never mentioned in the film. While it doesn't need to appear in the film, the inclusion of some discussion of Georgiou's journey feels like a crucial character-building element.

When did she arrive? What did she do upon arriving? Exactly how long has she been on the Baram? Has she completely recovered from the condition that saw Lt. Yor euthanized? 

Although the film is already heavy with exposition, this could have been condensed and included in her initial meeting with Alok Sahar, serving the dual purpose of letting us know Georgiou's movements between Section 31 and Discovery, while connecting it to the wider franchise at the same time.
