8. Jonah Hex

Speaking of characters who have failed to reach success on the silver screen, let's take a look at Jonah Hex. Created in 1972, Hex is a cynical, surly bounty hunter bound by a personal code of honor. Despite his poor reputation and personality, he protects and avenges the innocent. He was sold into slavery to an Apache tribe at the age of 13, then later fought for the Confederate Army in the Civil War before becoming a bounty hunter. That backstory alone would make for an incredible series, and considering the things Hex gets himself into after the war, the possibilities for the show are endless. Though he's technically not a superhero (he possesses no powers, though he does have exceptional abilities acquired through natural talent and training), Hex has had a pretty successful comic book run and I think he's fit for the small screen. Shows like The Walking Dead, Justified, and Hell on Wheels have shown that a western television show can be successful. Hex doesn't have a real rogues gallery, though there are antagonists that prop up time and again to give him trouble. Whole seasons could be dedicated to bigger bounties, and his comics have contained supernatural elements as well. A Jonah Hex show could be wildly entertaining, and a show set in the time of the Civil War could stand out amongst the other programs currently on TV.
