7. Blue Beetle
Which Show? Arrow/Flash/Legends of Tomorrow
Back in Arrow's first couple of seasons, there were so many references to Kord Industries that it seemed a cert that the company's CEO Ted Kord AKA Blue Beetle would be putting in an appearance very soon. As it happened, season three ended up introducing Ray Palmer's Atom instead, leaving all the Blue Beetle foreshadowing without resolution.
To be fair, this is one case where we can't blame the writers. The plan was to bring in Blue Beetle, but Warner Bros denied them the rights late in the day, hence the sudden introduction of Atom (who, it has to be said, is much closer to Kord than the Ray Palmer from the comics).
This is a shame as Blue Beetle would work so well in the Arrowverse. If you put him in the Flash, his colourful look and personality would gel with that show's aesthetic. Alternatively, he would be a great addition to the Legends of Tomorrow (especially if his comic book best bud Booster Gold was also introduced).
