2. The Raspers (Asylum)
Not a single character so much as a full group of characters with a single purpose, The Raspers must still be addressed. When we first see them, they are seemingly monsters roaming the woods outside Briarcliff. During an attempted escape by our heroes, the creatures are found feasting by way of a horrifying introduction.
Eventually we learn they were once humans, patients experimented on by Dr. Arden to the point of becoming feral beasts fed only raw meat by the Sisters. Knowing these creatures roam the gardens with a growing appetite adds a layer of mystery and horror to the grounds that lingers through the season.
Yet nothing happens. The beasts mostly just hang out in the woods unseen. By the end of the season, Dr. Arden unceremoniously shoots each of them in broad daylight declaring his work a failure.
