4. Doug Judy
On the face of it, Doug Judy may not seem like the same calibre of master criminal as Philip Davidson. He is much like Jake Peralta in many ways, in that he is goofy and easily amused, but he spent a lot of time being hunted down by the NYPD, and never got caught.
Before Judy even meets Peralta, as the Pontiac Bandit he stole over two hundred and thirty cars, evading arrest for eight years, while strategically feeding the police fake details to throw them off his scent. He also evaded Rosa on twelve counts of identity theft.
By season five, the criminal has over six hundred crimes to his name, but has still managed to stay free of any jail time. He faked his own death, manipulating everyone including his family, and was ultimately offered immunity from his long list of offences, essentially receiving absolutely no consequences for over a decade of law breaking.
Every single time he comes together with Jake, he comes out on top. Like Gina, Doug Judy is a master manipulator, and couldn't have become so notoriously difficult to catch if he wasn't so smart.
