Gina's intelligence is not quite as traditional as that of her colleagues in the 99th precinct. She doesn't have the meticulous, detail-oriented mind the detectives she works with do, but there is no denying that she has more street smarts than anyone.
In an office full of people so focused on their jobs, Gina can often be the grounding mind, looking at things in a completely different way to those around her. It was her idea to hire Savant after he hacked the precinct, and she showed Holt that Brian Jensen should lead the AAGLNYCPA.
On top of this, she is an expert at getting into the minds of others, and manipulating them into getting exactly what she wants. This is particularly effective Charles and the rest of the Boyle family, but she has been known to play mind games with Terry and even Holt and win.
She was the first non-detective to win the Halloween Heist, forcing the title change from Ultimate Detective/Genius to Ultimate Human/Genius. Anyone who can take on an entire detective squad and outsmart them all has to be taken seriously when it comes to intelligence.
