To paraphrase a bit of Dickens...

Star Trek 4 was dead, to begin with.

Noah Hawley is the showrunner on the television series of Fargo, which is a sequel to the 1996 film.

Hawley's project was, per his own words, about an entirely new crew.

We’re not doing Kirk and we’re not doing Picard. It’s a start from scratch that then allows us to do what we did with Fargo.

This interview describes Hawley's project as both alive and on hold, with Paramount chiefs hoping for a fourth Kelvin timeline film. That film collapsed after pay negotiations went south with Chris Pine and Chris Hemsworth, who they hoped would return as George Kirk. Though Pine said that he would like to get back to work on the film, it looks like it will be some time before any real progress is made on it.

As it stands, the project is on ice. Hawley had this to say after the fourth season of Fargo came to a close:

It doesn’t appear to be in my immediate future. I think when Emma came in, she took a look at the franchise and wanted to go in a different direction with it. But you know, life is long, we were very close to production but in this business that doesn’t mean much. You got to get out of the gate to be in the race if you know what I mean.

Simon Pegg was also in the dark when it came to Star Trek 4:

I know Quentin’s treatment is somewhat in the wind… It would be fantastic. But whether or not it happens, I don’t know.

There have been a number of false starts and pauses on the film, which is all the more peculiar as, since Star Trek Beyond was released, we have seen three seasons of Discovery, one season of Picard and one season of Lower Decks, not to mention two seasons of Short Treks!
