This spot almost went to Medusa due to her being the worst mother ever, but Asura takes the edge on the scare scale.
Asura, also known as The Kishen, is the physical embodiment of the concept of madness. While Medusa is just straight up evil and should be reported to Death City Child Services, even she quivers in the mere presence of Asura.
His origin story is one of a true villain. Afraid of the very notion of existence itself, Asura began feeding human souls to his partner in hopes of gaining enough strength to wipe away his fear.
Eventually, he even ate his companion in order to gain the ability to eat souls himself to acquire more power. His gluttony for absolute strength was unending, leading Death himself to stripping off his skin and sealing him away under Death Weapon and Meister Academy.
When describing Asura as the physical embodiment of madness that's not a metaphor. He quite literally is madness, and even being within the same building as him can drive even the most mentally competent of people insane. He is a walking madhouse of a man exuding nothing but pure insanity.
