Everyone points at Baelish when it comes to master puppeteers, but Varys is a total master of the art. In Season 1 Episode 5, there's a scene where Arya hides among the dragon skulls and overhears Varys talking with Illyrio Mopatis about how the Lion and the Wolf were set to go to war. The Lannisters vs. the Starks. He predicted it perfectly, though he didn't affix himself to either side.

"This is no longer a game for two players, it never was," claims Varys as he begins to dip out of earshot. Mopatis is discussing Drogo's army being delayed crossing the Narrow Sea (still waiting, gents) but looking back, you can see they're clearly awaiting the long-term arrival of Daenerys.

Season 5 saw Varys finally attach himself to the Targaryen cause, seemingly out of the blue alongside Tyrion, but in actuality, it's been on the cards for years.
