Just like Steve Urkel connects a bunch of TGIF shows and Ursula Buffay connects the NBC sitcoms, Hector Ramirez connects Inhumanoids, G.I. Joe, Transformers and Jem. Thanks Hector!
This guy first appears as a news reporter and the host of Twenty Questions in an episode of G.I. Joe. The character is kind of a parody of real life journalist Geraldo Rivera and of pompous newscasters in general, and he'd frequently be used to explain stuff to the audience from previous episodes.
He appears in the same sort of role in Inhumanoids, Transformers and Jem. All of these shows were made by the animation company Sunbow Productions, so some fans refer to this as the Sunbowverse. And in fact, it's actually confirmed to be canon.
A fan asked Sunbow writer Buzz Dixon about this on his website, asking "Does this mean GI Joe, Transformers, Inhumanoids, and Jem take place all take in the same universe???” Buzz responded very unequivocally with, "Why, yes. Yes, it does."
It seems like the reason Hector pops up so much is that once the writers had made a news reporter character and cleared him with Hasbro's legal team, it was just easier to keep using him rather than create a new one for each show. But technically, this does connect all the shows together, and in fact Dixon said he very nearly worked My Little Pony into the mix too.
