2. The Master

One of the positives of the Doctor's time-travelling career is that they're always able to thwart the Master. Obviously, that's great, but for a moment, let's look at things from the Master's point of view.

This is a character who simply cannot scheme their way to victory. Plenty of mistakes have been made, absolutely, but at the same time, bad luck has also been a major factor in the Master's doomed villainous antics.

Just look at the Series 3 finale: how could he possibly have predicted that the Tenth Doctor would turn into a magic floating god? Answer: he couldn't. What about when he was inadvertently sucked into the Eye Of Harmony? Or how about that time he was about to escape in a getaway car... only for that car to turn around and drive him straight back to the Doctor? And yes, who could forget the unlucky incident to end all unlucky incidents: his murder, at the hands of his own future self.

Like the Doctor, the Master was also unfortunate enough to be betrayed by the Time Lords. In his case, they placed a steady drum beat inside his head that never went away, and eventually, this drove him crazy. Can't really blame him on that one.

To put it simply, the Master can't seem to win - almost like the universe is telling him that his luck is nonexistent.
