5. The Governor's Interrogation Tactics
The Governor wasn't quite as effective as villain as Negan or Alpha, but he was nonetheless a deeply troubling and hideous man. In season three, his right-hand Merle Dixon came across Glenn and Maggie on a run, and brought them back to The Governor in hopes of finding out about the prison and their group.
Both Glenn and Maggie, loyal to a fault, refused to tell him anything. At least, that was the case until The Governor told Maggie to take her shirt off so he could sexually threaten her and break her down. When this didn't work, he gave Glenn an ultimatum - either they tell him what he wants to know, or one of them dies.
The scene between Maggie and The Governor is very uncomfortable, and does a great job of showing just how dark the big bad could go. You know, if the fact that he still doted on his undead daughter and kept undead severed heads in his room wasn't enough for you to go on.
