Well, duh. It wouldn't be a countdown of Doctor Who's most heartbreaking moments if it didn't include this iconic scene from the Series 2 finale. After a climactic showdown with the Daleks and Cybermen at the Battle of Canary Wharf, the Tenth Doctor and Rose journeyed to the shores of Bad Wolf Bay for their final goodbye as they finally confessed their undying love for one another. Well, one of them did, at least. As always, the Doctor ran out of time. And oh, how the nation wept. And wept. And wept.
